Welch, showed McCarthy up to devastating effect as a vicious bully and liar.… In September the unanimous report of a Senate committee denounced McCarthy's behavior as 'inexcusable' and 'reprehensible,' and in December the Senate formally condemned him by 67 votes to 22.
